What is Oracle Health Data Intelligence and who sells it?

Oracle Corporation sells it through its Oracle Health division. Oracle completed its $28.3 billion acquisition of Cerner on June 8, 2022 (FedScoop). The old brand survives in the API documentation, which still sits on the healtheintent.com domain. Oracle's roadmap for September 2026 (v13) lists a population health section with Data Intelligence and Quality Management, per a search snippet of the PDF.

Oracle's product page describes AI-driven solutions for population health, care management, diagnostic insights, contract management and analytics, and calls the platform "the only cloud-scale, EHR-agnostic health data platform," which is a vendor claim. The page names four modules. Quality Management uses AI to detect social needs, care gaps, hierarchical conditions, readmission risk and reimbursement opportunities. Care Coordination Intelligence summarizes longitudinal records and supports outreach. Data Intelligence is a self-service enterprise data warehouse with AI and machine learning models. Determinants of Health combines clinical and social data with geospatial mapping at census block group level.

What does Oracle claim about the platform?

Oracle says the platform draws on "more than 123 million patients in Oracle Learning Health Network" and that total cost of ownership runs about four times lower per member per month than homegrown systems. Both are vendor figures. The platform integrates Oracle Health Millennium, Oracle Fusion Cloud Applications and third-party systems, and it is hosted as a fully managed service on Oracle Cloud Infrastructure. HIPAA, SOC 2 and HITRUST status and BAA terms are not on the product page.

What does KLAS say?

Oracle Health's overall software score is 68.1 and its services score is 53.4 for October 2025 to October 2026. Both cover every Oracle Health product, so neither isolates population health. KLAS flags the older Population Health Platform, the predecessor of Data Intelligence, as having limited market share.

What do customers say?

In February and March 2025, a customer moving away from HealtheIntent called the product subpar, said it was not as user-friendly as hoped, and reported analysts struggling to work in it. The same reviewer described a messy implementation, said the output was inaccurate, and said Cerner could not explain its data cleaning.

A January to February 2026 comment on Population Health Analytics says the product "exceeded what they expected" and calls it stable, while also naming the "worst knowledge base." Innovaccer, a competitor, writes that migrations off HealtheIntent are active and that implementation timelines and support are buyer concerns.

What does it cost?

As of October 2026, Oracle's product page offers "Contact us" and "Request a demo" and shows no price.

The verdict

A buyer outside Oracle's EHR would be weighing a services score that KLAS puts at 53.4 across all Oracle Health products. A health system on Millennium that wants its population health data under the same contract has a real integration argument, and the 2026 comment calling the product stable shows some customers are content. Only Quality Management and Data Intelligence are described as using AI or machine learning, so the page does not describe AI across the whole platform.
